Thai citizens planning a Sikkim holiday need to check two separate requirements: permission to enter India and permission to enter or visit restricted and protected areas in Sikkim. An Indian visa does not replace a Sikkim permit.

Entry permission for Sikkim
Sikkim Tourism states that foreign visitors must obtain a Restricted Area Permit (RAP), also commonly called an Inner Line Permit, from an authorised office. The RAP is issued free of cost. An operator's service charge, vehicle fare or other excursion costs should be itemised separately; they are not the RAP fee.
Prepare your valid passport, Indian visa, copies, recent passport-size photographs and the required application form. Carry originals for verification and follow the approved entry and exit procedure. Official guidance also requires foreign visitors to register within 24 hours of arrival.
Protected-area excursions need separate approval
A RAP does not grant access to every attraction. Check the Protected Area Permit (PAP) requirements for each excursion, the permitted route and dates, and any group, guide or registered-agency conditions. Tsomgo Lake requires the applicable foreign-tourist permit arrangements.
Thai citizens cannot visit Nathula Pass. Sikkim's official guidance excludes foreign nationals from Nathula. Paying for a permit or joining Indian travellers does not remove this restriction.
Travelling with children
Do not assume that children under 18 are exempt from permit requirements. Give the authorised office or arranging agency every traveller's age and nationality, and obtain the document checklist for each child. Include all family members in the approved arrangements.
